The situation

A European office furniture importer had placed an order for 240 office chairs from a factory in Foshan. A 30% deposit was paid. Production was complete. The factory sent twelve photographs — a clean, uniform batch, shot in the same corner of the workshop, all in daylight — and asked for the remaining 70%.

The order value was $31,000. Once the container was sealed, that money would be gone.

What the photographs could not show

Nothing was wrong with the photographs. They were accurate. The batch really did look uniform.

What they could not show was whether the chairs were safe to sit on. A gas lift is a pressurised mechanism. If it has no certification mark, there is no evidence it has been tested to a cycle standard — and a failing gas lift can drop without warning.

This is not visible in a photograph at any angle, under any lighting.

What the inspection found

The inspector sampled 80 units from across the stacks under ISO 2859-1 general level II, and load-tested each one. The findings were recorded against the lot size, sample size and accept/reject numbers, so the conclusions could be defended if the factory disputed them.

What happened next

The report reached the buyer that evening. The buyer withheld the balance payment the following morning.

The factory replaced the uncertified gas lifts, reworked the 26 chairs with excessive wobble, and replaced the failing cartons. A re-check six days later passed.

Why the factory did not notice

The factory was not trying to deceive anyone. The chairs came off the line looking correct and behaved correctly under a single-person test.

The gas lifts were almost certainly a purchase substitution made weeks earlier to meet a price point. Nobody in the factory was checking certification marks on incoming components, because the customer had not asked for that specifically.

**This is the ordinary case, not the exception.** Most problems we find are cost decisions that nobody documented rather than deliberate substitution.

What to add to your purchase specification

If chairs with lifting mechanisms are in your order, state this in your PO: *gas lifts must carry a certification mark to a recognised cycle standard, and the report number must be available on request.*

That one line in the specification is the whole difference between a photograph and a verification.
